Housing Stock Improvement

Happy Energy Solutions work across the housing sector to work towards properties achieving an Energy Performance Certificate rating of a Band C.

Various approaches are taken from installation of energy improvement measurements to enforcement for non compliance with legislative regulations.

We usually commence with a no obligation, desk top review of existing housing stock data including previous Stock Condition Surveys; Energy Performance Certificate data; Asbestos Surveys; Planning Portals; Google Streetview etc. to provide a potential list of properties requiring energy efficiency upgrades.  This review also includes an analysis of available funding sources.

HEATFlex

HeatFlex is a service managed by Happy Energy Solutions on behalf of Local Authorities, to allow approved ECO installers to access signed ECO Flex declarations for private sector homes across the applicable borough. HeatFlex undertakes a thorough check of third-party Trustmark registered installers to ensure that they hold the appropriate certifications, insurances and that they are financially sound. Once approved to join, the installers can then submit ECO Flex applications via a secure portal and the HeatFlex team will check the evidence and verify that the resident is eligible. If the checks verify that the resident is eligible, HeatFlex notifies the Local Authority, who then check the provided evidence and sign the declarations.

HEATFlex also technically monitor a percentage of installations to ensure that all PAS2030 and PAS2035 requirements are met ensuring that quality is maintained.

The HEATFlex service is provided free of charge to Local Authorities and provides a full audit trail and meets their reporting requirements for ECO Flex.

The HEATFlex service is funded through an on-boarding fee to the installer and a small fee for each Flex Declaration administered.

HEAT Project

The HEAT Project is an in-house scheme funded through Energy Company Obligation (ECO), Better Care Fund (BCF) and other grants available for specific applicants from charitable trusts.

The aim of the HEAT Project is to raise residents out of fuel poverty whilst reducing carbon emissions and increasing the energy efficiency of homes.

This assists local authorities to achieve their carbon reduction obligations whilst helping their residents to have lower heating / hot water costs, a healthier and more efficient home coupled with increased well being and the more general benefits that offers.

The scheme is specific to each Local Authority area and provides, free of charge:

  • dedicated, resident focussed, informational website e.g. www.heatcornwall.com

  • specific branding e.g. HEAT Cornwall

  • outreach materials for libraries; GP surgeries etc.

  • outreach sessions in libraries, town halls etc.
